The MAPS project in Peru, known as PlanCC (Planning for Climate Change), is a process that involves the public sector, the private sector and civil society in analyzing the implications and feasibility of transitioning to a low-carbon economy. This process aims to generate the scientific evidence base to build GHG emission scenarios, evaluate mitigation options and assess the implementation of mitigation measures. PlanCC consists of three phases. The first phase developed an independent study on alternative development scenarios and their relationship to climate change mitigation and impacts. The process considered six sectors, namely, Agriculture, Energy, Forestry, Industrial Processes, Transport and Waste. The analysis used 2010 as the initial year for the projections and considered an emissions reference scenario and mitigation opportunities for the period to 2050. Then, mitigation actions were packaged into scenarios to assess socioeconomic impacts they would have, if implemented.

The second phase started in 2015 and will support the government in climate compatible development planning, including the design of policies, plans and instruments to reduce the impact of climate change on Peru’s growth. The third phase of PlanCC will focus on implementation of policies, plans and instruments in order to catalyse a long-term transformation and to enable an environment for low-carbon investment.
